Does your city offer free tattoo removal for gang members? If so, what requirements does the (hopefully former) gang member have to do, to get this service?

Try contacting probation and/or the SRO for information. In Sacramento, it was free, with no questions asked. Some kind of grant funding. And...from what I hear it is just as painful to remove tat's.
