Default Confiscated Note

I teach first-grade and I took this note away from a five-year old. Can anyone tell me what you know about it? The Norteno and 14's are obvious, but I don't know what the clowns mean or the bit under the spiderweb (and does the spiderweb itself have a meaning?). The prison mages such as the chain link fence and the guard tower match with the note on the back from someone in prison. My hand is covering up a name, nothing else.

the clowns are a version of the theatrical happy and sad masks, it means laugh now, cry later.you might have a 5 yrs old, with family in prison he looks up to. who is the female he drew, banger or teacher? if its you use it? he might see you as an alternative to the street life. if you ignore it then all he has is the streets and prison, they are his family

most of drawings with the web indicate someone saying that they are caught up in the criminal justice system. This juvenile probably has family in jail or prison

above is correct. webs do mean you did time. but ive heard some people say they got it because they were drug addicts and felt trapped. hence the web. but a kid in elementary school wouldnt be either
